The Economic Offences Wing proceedings comprise five FIRs concerning Earth Infrastructures Limited, its directors and related entities. The identified projects and particulars are:

The Economic Offences Wing investigation has unearthed a connected financial and corporate structure involving project collections, investor funds, intermediary entities, property transactions and digital infrastructure. The investigation has traced the movement of funds across multiple entities and identified the persons and companies connected with the transactions described in this Notice.
TAKE NOTICE that pursuant to Order No. 651293113 dated 12 May 2026 of the DCP, Economic Offences Wing, Mandir Marg Police Station, New Delhi-110001, and the connected proceedings, the digital asset and domain “krishiparivaragritech.com”, together with related digital and other assets of Krishi Parivar Agritech Private Limited and Innovest Private Limited covered by the applicable orders and proceedings, has been seized with immediate effect. The seizure is part of continuing investigative and asset-preservation action concerning Earth Infrastructures Limited and connected persons and entities.
This Notice records seizure action executed by the Crime Branch, Noida, under an order of the Intelligence Fusion and Strategic Operations (IFSO), near GGSIPU, Sector 16C, Dwarka, New Delhi, in relation to the same broad subject matter and identifies the Krishi Parivar network, Earth Infrastructures, Innovest Private Limited, Krishi Parivar Agritech Private Limited, Mr. Ravi Wadhwa and Mr. Ankit Singh. This Notice therefore brings the connected enforcement and investigative strands together so that purchasers, investors, banks and intermediaries have a single, clear statement of the matters requiring caution.
Across the Earth Infrastructure projects, the investigation has identified units sold at an aggregate documented cost of approximately ₹3,685.32 crore. Approximately ₹2,004 crore was collected from homebuyers and investors against these project commitments, while possession of a number of units was not handed over and several projects remained incomplete.
The Economic Offences Wing investigation is founded upon five cases registered by the Delhi Police against Earth Infrastructures Limited, its directors and related entities. The investigation has established that approximately ₹2,004 crore was collected from more than 19,425 homebuyers on promises of timely delivery of residential and commercial units. The investigation has further traced approximately ₹467 crore as having been siphoned through related entities and persons. The projects involved were sold shortly after acquisition of land and before all necessary approvals had been obtained; sales commenced before sanction of building plans, and approvals relating to previously sanctioned building plans had expired.
The money collected from undelivered projects was transferred through more than 100 companies, including companies operating in the names of wives, relatives and associated persons, together with bank accounts, corporate records, property holdings, digital communications and other transaction material.
The investigation thereafter unearthed a connected ₹91 crore Haryana land scheme involving Noida-based real-estate brokers, Mr. Ravi Wadhwa and Mr. Ankit Singh operating through Innovest Private Limited. More than 200 investors were brought into the scheme through representations concerning land offered for investment. The investigation established that encumbered land was portrayed as being owned or controlled by the persons offering the scheme, using falsified property papers and related documentation, and that the same land parcels were sold to multiple investors through forward-sale contracts within the real-estate broker network. The lands were situated along scheduled roads framework, and the same parcels were subsequently found to have been dealt with in favour of other investors as well. This Haryana land scheme forms a connected part of the investigation into Innovest Private Limited and Krishi Parivar Agritech Private Limited entities.
The investigation identifies the use of Innovest Private Limited in the marketing of NCR developments associated with Bhutani Group and M3M India and identifies documentation including corporate letterheads, allotment receipts and builder-buyer agreements represented as having been used in transactions. The investigative findings state that Bhutani Group and M3M India terminated the association and blacklisted the concerned persons and Innovest Private Limited from their developer grids after detecting documentation irregularities and fraudulent internal clearance stamps.
The investigation further traces the activities of the same entities into into land parcels in Jewar, Uttar Pradesh, Kurukshetra, Haryana and Goa, including encumbered land and matters resulting in series of civil litigation cases and forgery complaints. Where Mr. Ravi Wadhwa incorporated Krishi Parivar Agritech Private Limited subsequently as stated for the marketing of land in Goa to investors. Forensic examination of banking transactions and investor cash inflows revealed no deployment of the funds raised toward the promised home construction and amenities and identified routing of funds toward private residential property and high-value lifestyle expenditure, including the purchase and upkeep of private yachts in Goa for Directors of both entities.

Mr. Amit Satija, Senior Vice President of Earth Iconic Infrastructures Private Limited, was involved in a Crime Branch case concerning the Earth Titanium project. He was booked under IPC Sections 420, 406, 463, 468, 471, 504, 506 and 120B. The material further states that four directors of Earth Iconic Infrastructures Limited — Atul Gupta, Vikas Gupta, Avdhesh Gupta and Rajneesh Mittal — were in Tihar Jail in separate fraud cases and that Bushra Aslam, Associate Vice President, had been arrested in a separate 2017 case and later released on bail. These matters are included as part of the documented procedural history and not as independent findings of guilt.
The legal framework applicable to the investigation includes the Bharatiya Nagarik Suraksha Sanhita, 2023, the Prevention of Money-laundering Act, 2002 and the Bharatiya Nyaya Sanhita, 2023. Section 106 BNSS provides for seizure of property in circumstances connected with suspected commission of an offence; Section 107 concerns attachment, forfeiture or restoration of property. Section 3 PMLA defines money-laundering, and Section 5 provides for provisional attachment in the circumstances prescribed by the Act. Sections 61, 318 and 336 BNS address criminal conspiracy, cheating and forgery, respectively. The exercise of these statutory powers remains subject to the applicable statutory conditions and orders of competent courts and authorities.
All homebuyers, investors and affected persons are directed to preserve payment receipts, bank statements, allotment letters, agreements, promotional material, emails, WhatsApp messages, call recordings and every other document or electronic communication relating to the persons, entities, projects and transactions covered by this Notice.
